[j-nsp] Huge packet loss with Ping on Juniper M20

Hi,

I am getting a huge packet loss, around 70-80% on
pinging Juniper M-20. And also I am unable to telnet
to the router. Telnet to the router reports "telnet:
Unable to connect to remote host: Connection refused".
I tried changing the port on the hub but that did't
work.
