[j-nsp] Restart routing engine

Hi all,

When you halt a routing engine, the software goes down so you can't access
it anymore.
If you don't have console connection, you can't have the prompt "press a key
to restart" it.
So does someone knows if there is a command (even with the shell) to restart
a routing engine in halt state (from the other RE).

If both of the routing engine are halted, you can't recover from that state.
the only solution is power cycle or have console connection to both of them
right ?
