[j-nsp] BGP minimum hold-time

Hi Kura-san

The hold-time of less than 20 seconds is unsupported because it does
not scale very well .. many unforeseen issues were noticed.

However if you still need it down to 6 seconds, you can do the
following

set protocols bgp minimum-hold-time 6 <- hidden knob in 7.6
set protocols bgp hold-time 6

Really though, you have to understand your network well. If you do,
good luck with it :-) . It must be noted - this configuration is no
longer supported with JTAC - but it's still possible hence the knob is
hidden.

Cheers
Sean
