Your ACS server should be set to RADIUS (Juniper) on the host entries, and
it should all work pretty plain vanilla.  I haven't had any problems anyway.
I'm using Cisco ACS 3.2(2) and a variety of Juniper code levels.

Any tips on getting juniper M series to AAA with cisco ACS, had it working
with 'vanilla' TACACS but working in a dual vendor environment a powers have
deigned to go with cisco implementation.
