[j-nsp] routing-instance without mpls?

Yes you can.  You can use some type of tunneling to "connect" them
together (VLANs, FR PVC, ATM VC, GRE, IPSec, etc...)

We don't really have a fancy name for it though...so I just call it
"that thing that we do"
