[j-nsp] QoS on P-12FE

Actually, the command didn't work for me at all.  Maybe because this
isn't an IQ PIC??

Queue statistics are not applicable to this interface.

Good points. However in 8.x you cannot even see the queues stats for
aggregate; not sure about 7.x:

root at boing% cli
regress at boing> show interfaces queue fe-0/2/0 
Ingress queue statistics are not applicable to this interface.
