[j-nsp] 10 port GigE SFP PIC

Hello,

the 10port GigE SFP Pic (PC-10GE-SFP) is not oversubscribed, all ports
have full 1gbps (fullduplex) bandwidth. This pic can only be used in a
FPC3. FPC3 is 10Gbps per pic slot.
