[j-nsp] Traffic statistics explanation

You're not going to see the delta change at all because the interface
appears to be down:

> Physical interface: ge-2/1/0, Enabled, Physical link is Down

The first column is total bytes since the counters were cleared and the
second column is current bits per second.  Since the interface is down,
neither counter will update.  This begs the question, though, why is the
output showing current bps rates?
