[j-nsp] GE/10GE link-mode config on M/T-series has no effect

Is this even with auto-negotiation disabled?  On a J4350, setting
'link-mode full-duplex' is not enough, you have to _also_ set
'gigether-options no-auto-negotiation'.

I have to force duplex on interfaces connected to BellSouth (The New
AT&T) metroE, because they force duplex on their Canoga boxes (which
then don't negotiate at all).
