yes, it is. The SCB-E16 does have 256MB of DRAM and 16MB
SSRAM(equivalent to the SSB-E16).

Actually, the SCB-E is almost a 100% like the SSB-E apart from the
connectors. There is also 2 memory slots which support 2x 64MB of DRAM.
You can simply install a module from another SCB-E or even from a SSB-E.
(On the SCB-E, it's a little more difficult than on the SSB-E because
there is less room for inserting the DRAM module due to the thinner
faceplate)

Correct, the SSRAM should not be your problem, the heap referes to the
DRAM usage and for todays needs, 64MB is pretty few.
