[j-nsp] Reboot on GE link change?

Has anyone seen anything similar to this before?

I've got an M20 with a bunch of GE pics in it. Whenever the physical  
link goes down on any of those ports, the RE hangs. Example:

This has persisted through several JUNOS upgrades, swapping and  
rearranging the FPCs, PICs, SSBs, etc.

It doesn't matter if the BGP session goes down, or if I manually  
"disable" the PIC, or "request chassis pic offline" it, but if I  
physically pull the cable out the RE instantly hangs.
