[j-nsp] Maximum and Minimum routes warning

The problem is our BGP router not direct peer to carrier BGP router.
When provider BGP router got failure and no routes advertise to our BGP
router but BGP peer still alive. I would like to see any way to detect
this kind of failure.

predefine threshold then fire alarms.
