Fahad,

If your Ethernet switch do not support any keep-a-live mechanism (e.g. 
eth OAM 802.3ah) there is no way to detect that VLAN is down, when whole 
port is up. So, I do not see possiblility to detect problem with CE -PE 
logical link. There is just nmo such information available. And, BTW, 
this is a reason for develop Eth OAM by IEEE.
Of course CE possibly can run L3 protocol toward other CE (e.g. BFD), 
but then only CEs will know about e2e status. Not PE.
