The JUNOS software only supports a limited number of USB flash devices, as
indicated in the list of Supported Third-Party Hardware in the J-series
Services Router Release Notes. I believe other devices are not guaranteed
to work. In particular, for booting purposes, it is important that the BIOS
support the device.
If you're not using one of the devices on the list, you should try doing
that.
