How would I do this when the interface has no unicast global (how
would the router know how to reach the next-hop IP?).

Also, on the following site, the "Example: Configuring Independent
Preferences for an Unnumbered Ethernet Interface" sections shows a
broadcast interface being used as the next-hop - why does that example
work?
