[j-nsp] 'Lost connection to re1' error on T-series running 8.4R1.13

  Haven't touched fxp1 or 2.  'commit synchronize' is configured under
[edit system].  Just checked both REs and configs were last synch'd at
the same time (off by 1 sec) and contents look identical.  Made a
minor change to config (annotation), ran a 'commit full' and saw
change propagated to both REs.  'commit full' provides same errors as
standard 'commit' which for the time being SEEM benign.
