I know you said you had a Kingston. Make sure it doesn't have a hidden
partition.
U3 Cruzer drives are evil. They have a hidden partition that keeps
them from booting up on J-series routers. Go here to remove this
'feature':
http://www.u3.com/uninstall

Then > request system snapshot partition media usb as-primary
A > request system reboot media usb
will then boot to the USB.
