I don't think you can partition HDD from scratch with "request system
snapshot partition".
In fact, you cannot run "request system snapshot partition" even if HDD has
JUNOS 8.5 on it and flash has <8.5.
Temporarily pulling a flash out and using a PCMCIA card to repartition and
reinstall the same version of JUNOS on
HDD only will get you an operational HDD. Then you can put the flash back
and make sure the boot sequence is right
so that router boots from flash. Then you can run "request system snapshot
partition" and you're done.
