Thanks for everybody's help.  After many late-night hours spent in a
comedy of errors debugging this, it turned out to be a problem on a CLEC
OC-12 ring between muxes on the ring.

Between the help here and much reading, I now know more about SONET than
I probably ever cared to! :-)
