did you do the log sev debug l2tp and ppp to see what happens?
or maybe it is the mru that affects, you can try  this profile:

> profile "L2TP-Generic"
> ip unnumbered loopback 10
> ppp authentication pap chap
> ppp mru 1442
> ppp log pppPacket
> ppp log pppStateMachine

the last two line is for PPP debug.
