[j-nsp] Load balance with 2 adsl pics

Hello Leigh,

Per flow load balancing is based on 5 tuppels, but with GRE with  
between the two same IPs the two tunnels appear like a single flow.
I would suggest sourcing the tunnels from the DASL addresses  
(assuming they are not dynamic) so the two tunnels will be treated as  
two flows.
