[j-nsp] j-series and clusterip / multicast mac addresses

Vendor C won't learn ARP entries for multicast MAC addresses either.  
Only solution is to configure static ARP entries for the multicast MAC 
addresses.  I've seen this before with the Stonebeat FullCluster 
software which uses multicast MAC address for the virtual IPs shared by 
the cluster.
