[j-nsp] bgp-l3vpn table is confusing

The 2.2.2.2:3 portion of the NLRI is the route distinguisher. The 3
itself is an arbitrary number representing the vrf (or vft in the case
of l2vpns). You can hard set the route distinguisher inside of the
routing-instance or you can configure a route-distinguisher id under
routing-options and let them be automatically generated by the router.
