[j-nsp] RE : Junos ISSU from 9.1 to 9.2

Hi Sofiane - after this:
"ISSU: Preparing Backup RE
Pushing bundle to re1"

everything goes down for about 18min (BGP, OSPF and LDP).
This does not happen between 9.0 and 9.1. Or between service releases on
9.2.
Only between 9.1 and 9.2.

Embarrassing.
