Yes, I believe if you're not seeing this behavior for IPv4 BGP export  
policy, that would be a bug. Please provide more detail (version,  
relevant config, and 'show' outputs) if that's the case.

You probably already know this, but it's worth stating for the  
archives...

There's a difference between a final term of:

term foo {
     then accept;
}

and the protocol-specific implicit default policy. In the case of BGP,  
the default policy is equivalent to:

policy foo {
     term bar {
         from protocol bgp;
         then accept;
     }
}
