[j-nsp] Build a GRE tunnel on VRRP routers

VRRP was designed really for having two routers on a LAN and providing
"default gateway" redundancy for hosts on the LAN.

You should not mix your GRE tunnels with VRRP.  Just build two tunnels
and use a routing protocol over them for redundancy.
