This doesn't, however, apply to static arp entries. Cisco follows the RFC
but does allow you to create a static entry. It's not much of grasp to ask
the same of JunOS.
Doing so will still be able to follow the RFC and allow worthless network
hacks like Windows NLB to operate when needed (which hopefully is only
temporary)
