Could you keep us updated with the progress of this?
In particular a PR number if you get one, and whether the issue only affects VCed EXes, or if it can also cause issues on standalone units.

No - no filters on lo0.
FWIW, JTAC is making good progress on this issue. It appears to be
related to a file descriptor leak bug in dcd. We've managed to get an
rlogin on the fpc throwing the error and the logs are chock full of
all kinds of broken stuff from running out of file descriptors.
So it's not that the config can't be locked becuase something is
preventing the lock. It can't be locked because new programs can't
really be spawned.
