By default yes, you need to lock it down to just the routes you want. 
For example:

no mpls ldp advertise-labels
mpls ldp advertise-labels for ##

You can use the same access-list you use to do auto-mesh, if you're 
doing that. If you're running SRC+ you can also filter things like so:

mpls ldp label
 allocate global host-routes
