[j-nsp] Load balacing issue - M7i

Hi Tim,

You could do load balancing using M7i, but only works on label-1 or
label-1+label-2 mpls. So you must get those labels to be different. I have
already had this kind of setup in my M10i box with standard CFEB, it should
apply the same with M7i.
