[j-nsp] OSPF default-lsa

I've been having some weirdness with OSPF default-lsa's, in that when a
hosts only other area 0 OSPF peer goes away the default drops, despite
the fact that the host has full routes via BGP.

Is there any way to say that I *always* want a default-lsa sent, no
matter what my OSPF adjacencies may be?
