[j-nsp] ICHIP/CB error on MX

Regarding the REG_ERR:Non first cell drops messages, we had the same on some
MX960 running 9.4R4.5 and JTAC said they are related to PR 493384, the
messages are caused by the ichip logging being overly aggressive.

Hardware is MX240 with JunOS 9.3S8

So the mighty question: What is broken? Hardware? Software?

Anyone seen that errormessages before?
