You don't need a Multiservices DPC to do tunneling.
On classic ADPC (I-chip) there are two scenarios:
* From a 10x1G PFE, you can create a "free" 1G tunnel as an "11th port".
* From a 1x10GE PFE, you can disable the port to create a 10G tunnel.
On Trio cards, you can create a tunnel interface without disabling any
physical ports, though the best place to do it will be on the PFE where
the packets are ingressing the router and need to be encapsulated.
