[j-nsp] Stuck access-internal route

Hi list,

I've come across a situation on an MX where an access-internal route
is "stuck". I was hoping someone had an idea on how to clear it - my
best bet so far is rebooting. I've tried clearing dhcp relay binding,
but that's not possible as the entry is already out of the DB.

Here's the problem:

The problem started when I moved some 5700 customers from this box to
a new one - some of the customers are stuck in this state. Meaning
that customers left on MX1, can't reach those moved to MX2.

Running 10.0R2.10 on the box with this issue, and on DPCE-R.
