[j-nsp] Allocate Static IPs to subscribers on Junos 9.3 ERX

Hi Guys,

Have any of you guys configured a juniper ERX 1440 to allocate
subscribers with the same IP address, even though a local ip pool is
used and lease time appears set by the Radius server in use?
