[j-nsp] Missing interface ID in RE based sflow export from M7i

Known problem for at least some JunOS versions running on the MX. PR id
286089, resolved in 9.1R4; 9.2R3; 9.3R3; 9.5R2; 9.6R1; 10.0R1 according
to the info in the PR. No idea whether this applies to M7i though.
