[j-nsp] redistributing label between rsvp and ldp

hi -
yeah p3 and p4 support both ldp and rsvp, but pe1 can only run rsvp and pe 2 can only run ldp. 

ce - pe1 - p1 - p2 - p3 -p4 -pe2 - ce
