[j-nsp] Junos 10.4R8 on MX (PR 701928)

Just to close the circle on this and thanks to those who responded:

I received information that says that PR 701928 is resolved in 10.4R9 and 
10.4R10.

For some reason that is still unknown, the Problem Report database is not 
being properly updated for fixes in the 10.4 code train --- at least for 
this particular PR.
