FWIW - here is a working config for 3 routers. I use a different 
encapsulation;

interfaces {
     ge-1/3/0 {
         unit 10 {
             description "My vpls";
             encapsulation vlan-vpls;
             vlan-id 10;
         }
     }
}
routing-instances {
     My VPLS {
         instance-type vpls;
         interface ge-1/3/0.10;
         route-distinguisher 11111:001000010;
         vrf-target target:11111:0010000;
         protocols {
             vpls {
                 site-range 3;
                 site MY_ROUTER {
                     site-identifier 1;
                 }
             }
         }
     }
}
