[j-nsp] [SRX650] show pfe statistics weirdness

Hi Nick,

They represent the number of control-plane packets (ICMP, routing
protocols, etc.) that the router receives.

If those packets can be processed by the local PFE CPU or if they need
to be sent to the RE for processing that is another matter.
