Try it like the below, terminating them on brocade gear and saw similar
issues.  You might need to check MTU operation too.

set interfaces xe-0/0/1 description customer-3
set interfaces xe-0/0/1 vlan-tagging
set interfaces xe-0/0/1 encapsulation vlan-ccc
set interfaces xe-0/0/1 mtu 9216
set interfaces xe-0/0/1 unit 3143 description customer--3
set interfaces xe-0/0/1 unit 3143 encapsulation vlan-ccc
set interfaces xe-0/0/1 unit 3143 vlan-id 3143

Then the l2circuit neighbor stuff looks like this:

set protocols l2circuit neighbor <NEIGHBOR_IP> interface xe-0/0/1.3143
virtual-circuit-id 1029
set protocols l2circuit neighbor <NEIGHBOR_IP> interface xe-0/0/1.3143
description customer-3
set protocols l2circuit neighbor <NEIGHBOR_IP> interface xe-0/0/1.3143
no-control-word
set protocols l2circuit neighbor <NEIGHBOR_IP> interface xe-0/0/1.3143
encapsulation-type ethernet
set protocols l2circuit neighbor <NEIGHBOR_IP> interface xe-0/0/1.3143
ignore-encapsulation-mismatch
set protocols l2circuit neighbor <NEIGHBOR_IP> interface xe-0/0/1.3143
ignore-mtu-mismatch
