[j-nsp] IPv6 VRRP packets dropped?

We ran into something very similar a long time ago. I don't remember the
resolution, but I think we either reloaded the linecard or replaced the
linecard. Nothing else we tried fixed it. I seem to recall we tried
restarting the VRRP process but it didn't help. That was over a year ago,
at least. My memory is a little fuzzy.
