There are cases where one may prefer shapers to policers, 
and vice versa. Egress policing has always been a challenge 
for low-end switches. Shaping has been around, albeit with 
some limitations.

In many situations, the customer-facing port is on a (low-
end) switch, including cases where IP or MPLS services are 
being offered to the customer from the switch itself.
