The security devices have consistent
hashing<http://www.juniper.net/techpubs/en_US/junos13.3/topics/concept/routing-policy-security-ecmp-flow-based-forwarding-understanding.html>,
but here ecmp seems limited to 16. Not sure for high end routing line....
