I use commands like 
file copy /var/log/messages "ftp://cisco@10.14.140.125/foo"
all the time, so the above things should not be an issue.

Bingo! The URL "ftp://cisco@10.14.140.125" works all right while the
URL "ftp://cisco@10.14.140.125/" (with a trailing slash) breaks
things.
