[j-nsp] Full BGP table, one provider w/ 2 routers, slow forwarding convergence

indirect-next-hop doesn't help with two distinct directly connected BGP neighbours unfortuantely. It only really helps with iBGP neighbours in which the protocol next-hop stays the same but the path to that next-hop changes
