This kind of issue relates to PoP's that may have limited options for
backbone connectivity.

If it's a big city, chances are you have several backbone link options,
each of good quality.

If it's a remote city, you likely only have one or two ways to get out,
both of which could be low quality. If your only way out is unreliable
and/or limited, it may not matter, much, from how many locations you can
originate the default.
