[j-nsp] MPC-3D-16XGE-SFPP at 1G speed

I have no idea if you can use 1G optics in this card, but if you can, you
likely want to configure the interface as ge-0/0/0, instead of xe. This is
how it works on the EX4200 with the SFP+ module.
