[j-nsp] Simple v4 vs v6 traffic measurement

It won't work on the M10i, but when I get the MX104 turned up, I'm going 
to try this!

Just to follow up, I did manage to get Cacti graphing the firewall 
counters, so I now have nice graphs, and can see that we are about 25% 
IPv6 now.
