Meanwhile all I can think to ask you is, which copper SFP you're using?

FiberStore tri-rate, chipped as Juniper.  I'm getting a non-tri-rate SFP
from somebody else to test and see if that's the issue.

According to our fs.com<http://fs.com> account manager their tri-rate SFPs have a “feature” (this is a literal quote) that does not detect if the port is up or not but displays up/up at all times on J hardware. We’ve tested them on mx480s and 104s, same thing on both. I have some 204s in the office, I’ll have a play when I’m in on Friday.
